The Administration of the Union Territory of Ladakh, on June 19, 2026, issued the Draft Union Territory of Ladakh Legal Metrology (Enforcement) Rules, 2026.
The following has been stated:-
•Draft framework regulating the enforcement of standard weights and measures across the Union Territory of Ladakh. The guidelines establish a strict three-tier calibration hierarchy consisting of Reference, Secondary, and Working Standards to maintain maximum metrological precision across all business transactions.
•To streamline administrative processes, the rules introduce a "one-time registration" system for manufacturers, dealers, and repairers based entirely on self-declaration, eliminating the requirement for recurring renewals or mandatory pre-inspection visits.
•However, the Controller retains enforcement powers to suspend or cancel these registrations if false information is provided or if a business fails to maintain accurate records, workshops, and mandatory security deposits.
•Furthermore, commercial transactions are strictly regulated; for example, bullion and precious stone trades must exclusively use high-accuracy Class A or B beam scales, and cash receipts must specify both the net weight and the purity in karats.
•The framework mandates localized, periodic verification and stamping of all weighing instruments through the Legal Metrology Officer or Government Approved Testing Centers (GATC), alongside standard fee tables and penalty matrices for non-compliance.
•Finally, it details judicial and field protocols for handling violations, including the immediate obliteration of invalid verification stamps and the structured disposal or return of seized non-conforming goods.
